Night time lights averaged by admin level 2 areas - indicator of GDP

EDENext DMT have produced two layers in Tif format of night time lights averaged by admin level 2 areas.

The 2 layers are mean city lights and mean stable lights values.  They are the values of the standard night-time lights images averaged for each admin polygon, and  are meant to be indicators of GDP for each admin unit  as suggested by the following references:
